Home Information Pack's (HIPs) are officially here! As from 14th December 2007 all newly marketed, residential properties For Sale in England and Wales will (subject to a few exceptions) legally require a Home Information Pack.

What is a HIP?
The term 'HIP' stands for Home Information Pack. The pack consists of a combination of documents which contain information about the property being offered For Sale. The government have introduced the HIP to hopefully speed up the process of buying and selling a home.
Also included in the HIP is an Energy Performance Certificate (EPC). The government's aim here is to improve the environment. An assessor will provide an energy rating on a scale of A to G and then make general recommendations on how to improve the energy performance of the home.

What is included in the HIP?
The pack MUST contain the following:
- An Index of Contents
- A Sale Statement (A summary of the terms of sale)
- Evidence of title (registered properties)
- Standard Searches (For example; Local authority, drainage and water etc)
- An Energy Performance Certificate (EPC). This provides an energy rating of A to G depending on the energy efficiency of the home and gives advice on how to make further energy savings. (Only fully qualified and certificated assessors will be allowed to prepare an EPC.)
- Copy of the Lease (If applicable)
- Commonhold Information (If applicable)

- A Home Condition Report (HCR)
- Guarantees and Warranties
- Home Contents Form
- Home use form

Are there any exclusions?
The following will be exempt from the HIPs regulations:
- Properties with 2 or less bedrooms that have been Continuously marketed (without any breaks) BEFORE 14th December 200
- Properties with 3 bedrooms or less that have been Continuously marketed (without any breaks) BEFORE 10th September 2007
- Properties with 4 bedrooms or more that have been Continuously marketed (without any breaks) BEFORE 1st August 2007
- Properties in Scotland do not require a HIP. Only properties in England and Wales require HIPs.
- Rental properties. HIPs only apply to properties being Sold.
- Properties that have not been placed on the open market or advertised in any way. For example; if you sell your property to a friend or family member you do not require a HIP.
- Commercial/Non-residential properties.
- Mixed sales. For example; Shop and flat combined.
- Properties sold with sitting tenants and not available for owner occupation.
- 'Right to buy' sales by local authorities or other social landlords.
- Portfolios of properties.
- Seasonal and holiday properties.
- Unsafe properties and properties to be demolished.

How Much does a HIP Cost?
The government had previously expected a complete Home information pack to cost in the region of £600 and £800 to produce.

Do I need a Home Condition Report (HCR)?
No! Home Condition Report's (HCR's) are an optional document that can be included in the HIP pack on a voluntary basis. The HCR contain's impartial information about the physical condition of a property, which sellers, buyers and lenders will be able to rely on legally as an accurate report.
The report must not be more than 3 months old at the time of marketing the property and will remain valid until it is sold or another HCR is produced.

Can I advertise my property Before I receive the HIP?
YES! As soon as you have ordered a HIP you are legally able to advertise your property For Sale. Once a HIP has been ordered it will typically take around 7-10 working days to prepare. To meet legal requirements it must be complete within 28 days of the order. The HIP Pack can be delivered in whichever format (hardcopy or electronically) is most convenient for you.
